Every year I have set a goal for myself each year getting a bit more ambitious. The goal for my first mini was simply to finish, since I had never run that far before and after doing this I've given and attained my goal every year.
Last year my time was 1:35:40, my goal was 1:36. There isn't special scientific way I come up with this number, essentially i just subtract roughly 9 minutes off my time and then look for a number around there that seems challenging yet accomplish-able. This year I want to finish under 1:27. However this goal may be a bit more challenging since I recently broke my ankle and was unable to train for a while.
